The Ohio State University maintains a database called "Ohiolines."  That database is a good site for diagnosing yard and garden problems or to look for information on a particular ornamental plant.  OSU's Ohioline

Diagnostic Services

Local homeowners and gardeners can now call the Ask An Expert hotline (free of charge) to have their questions answered.  The number is 1-888-678-3646.   If staff cannot diagnose the plant problem they may recommend sending a sample to Diagnostic Services at Michigan State University.  While locally diagnosed samples are free, there is a fee for samples sent to Michigan State University's Diagnostic Services.  Below is a link to MSU's Diagnostic Services website.  The website gives detailed information on fees, correct sample submission and the types of services they provide.
