MSUE Administrative Handbook: Human Resources
  
SUBJECT: NON-MSUE ASSIGNMENT
 
POLICY: Leave without pay may be granted to an MSUE academic staff member to accept a time-dated assignment, typically in another country or an IPA with the federal government.  Such leaves do not usually extend beyond one year and are initiated by the staff member.
 
APPLIES TO: MSUE provost-appointed academic staff
 
ELIGIBILITY: Three years satisfactory service
 
PROVISIONS/RESTRICTIONS:
 
  1. MSUE must accrue salary savings as a condition for approval.

  2. Leaves of three months or less may be granted every three years; leaves longer than three months may be granted every six years.

  3. For leaves of one month or less, the vacated position is held for the incumbent; for leaves of more than one month, the Regional Director determines the length of time the vacated position will be held for the incumbent.

PROCEDURES:
 
  1. For off-campus employees, a written request for leave is submitted to the Regional Director through the County Extension Director.  For on-campus employees, a written request is submitted to the appropriate Associate Director through the unit administrator.   The Regional Extension Director/Associate Director consults with the ANR Human Resources Office regarding employee eligibility.  The request should include start/end dates, location of the assignment, a description of the assignment, funding, and how current job duties will be covered while the employee is on leave.

  2. Request for leave should be submitted no less than three months prior to the start of the proposed leave.

  3. Assignments outside MSUE funded by MSUE do not require a leave, although these must be approved according to the procedures stated in item one.
