MSUE Administrative Handbook: Human Resources
 

SUBJECT: POSITION ESTABLISHMENT/RECLASSIFICATION 
 
POLICY: MSUE has a specific procedure for establishing/reclassifying Extension Program Associate (EPA) Positions
 
APPLIES TO: MSUE Non-Academic Program Associate Positions
 
PROVISIONS/RESTRICTIONS:
 
    The procedure below is for requesting approval for the establishment or reclassification of regular (9 months or longer) MSU EPA positions.

    Position Establishment: Funding should be tentatively confirmed with the funding source(s) and EPA classification descriptions should be reviewed before submitting a request to establish a position. 

    Position Reclassification: An EPA staff member may make a request to her/his supervisor to have their position reviewed for possible reclassification; or an EPA position supervisor may feel that an EPA’s position duties/responsibilities have changed enough to warrant a review for possible reclassification.
     

Supervising Educator fully completes the MSU Staffing Request (incomplete forms will be returned.)

  1. Supervising Educator signs request and submits to County Extension Director.
     
  2. County Extension Director reviews/signs request and submits to Regional Director.
     
  3. Regional Director reviews/signs request and submits to:  

a.         Children, Youth, families and Communities CYFC for positions fully or partially financed by SNAP Education
             or other CYFC funds.  CYFC reviews/signs request and submits to ANR Human Resources.

b.         MSUE Human Resources for all positions not financed by funds administered by CYFC.  

  1. MSUE Human Resources reviews/signs request and submits to MSU Human Resources Compensation/Classification Office.
     
  2. MSU Human Resources Compensation/Classification Office reviews request and returns its disposition decision to MSUE Human Resources.
     
  3. MSUE Human Resources notifies the CYFC Office (if appropriate), or the Regional Director of the disposition decision and the regional office notifies the County Director and Supervising Educator.
     
  4. For approved position establishment requests, position filling instructions are sent to the Supervising Educator from the authorizing campus or regional administrative unit.
  1. For approved reclassification requests, the CYFC Office or the Regional Director’s Office (as appropriate) prepares the necessary paperwork (Personnel Action Notice).
