SUBJECT: CRIMINAL HISTORY CHECK
 
POLICY: All newly-hired employees are subject to a Criminal History Check
 
APPLIES TO: MSUE provost-appointed academic and non-academic staff and all university employees assigned to work for MSU Extension
 
PROVISIONS/RESTRICTIONS:
 
  1. Employment offers are contingent upon the receipt of a satisfactory criminal history check.
  2. Individuals desiring employment with MSU Extension must agree to and provide necessary authorization for the conduct of a criminal history check.
 
PROCEDURES:
 
  1. before the hiring process is finalized.  If you extend an offer, it should be contingent upon receipt of a clear background screen.  Prior to running a background check, appropriate authorization should be obtained from the individual. 

 

  1. The criminal background screen may be run using the Michigan State Police ICHAT site (ICHAT is the Internet Criminal History Access Tool) at https://apps.michigan.gov/ICHAT/Home.aspx.

 

  1. Many grants require a Sex-Offender Registry check, in addition to the criminal history check.  This check must also be done prior to employment through the Michigan State Police Public Sex Offender Registry, which may be found at http://www.mipsor.state.mi.us/ AND the National Sex Offender Registry at http://www.fbi.gov/hq/cid/cac/registry.htm. 

 

  1. It is recommended that a “print screen” is made of the page showing the results.  (Paste the results into a Word document and print, date and initial that document as the proof.) 

 

  1. Certain grants also require that the employer obtain a Central Registry Clearance for any individual who will have “direct, unsupervised contact with children.”  This is done by the individual who must obtain his/her clearance.  This may be done in person, or by mail, through his/her local County DHS office. The results will be provided back to the individual, who must provide them to MSUE.  Information and the form may be found at http://www.michigan.gov/dhs/0,1607,7-124-5452_7119_48330-180331--,00.html under Section II.   1. All of the above is maintained in the personnel file.
